The Governor of the Central Bank of the Republic of Kosova (CBK), Mr. Ahmet Ismaili, submitted the CBK Annual Report for 2025 to the Speaker of the Assembly of the Republic of Kosovo, concurrently Acting President of the Republic of Kosovo, Ms. Albulena Haxhiu. The submission of the Annual Report to the Assembly was carried out in accordance with the provisions of Articles 28 and 59 of Law No. 03/L-209 on the Central Bank of the Republic of Kosova.

On this occasion, Governor Ismaili informed Speaker Haxhiu about the main content of the 2025 Annual Report, which reflects the activities, developments, and results of the CBK in fulfilling its constitutional and legal mandate to preserve financial stability, strengthen the integrity of the financial system, protect the public interest, and ensure institutional resilience.

The Report confirms that Kosovo’s economy and financial system maintained stability and resilience during 2025, despite challenges arising from the external economic and geopolitical environment. The financial system continued its sustainable expansion, the banking sector remained well capitalized and highly liquid, while the quality of the credit portfolio was maintained at a sound level.

Speaker Haxhiu was also informed about the key reforms and initiatives implemented during 2025, including the advancement of the macroprudential and supervisory framework, the harmonization of the regulatory framework with European Union standards and legislation, the further development of the payment system, preparations for integration into the Single Euro Payments Area (SEPA) as an inter-institutional process, the advancement of the instant payments project through the TIPS Clone, as well as the strengthening of mechanisms for consumer protection, financial education, and financial inclusion.

The Report also presented developments in the areas of financial innovation, the integrity of the euro currency, cash management and the formalization of the economy, as well as the CBK’s activities at the international level. During 2025, the CBK strengthened its participation in regional and international forums, expanded cooperation through various technical assistance programs, and advanced the management of international reserves, in support of reforms and alignment with international standards.

The Annual Report also includes the audited financial statements of the CBK for 2025, which received an unmodified opinion from the external auditor. The CBK achieved a positive financial result of EUR 24 million, which, in accordance with the applicable legal framework, is divided equally between the Budget of the Republic of Kosovo and the CBK’s reserves, contributing to public finances and to the long-term financial resilience of the institution.

On this occasion, Governor Ismaili thanked the Assembly of the Republic of Kosovo and all other state institutions for their cooperation and support in the CBK’s reform and integration agenda, emphasizing the important role of the Assembly in harmonizing legislation and supporting the next steps in this process.

The CBK, as an independent constitutional institution, remains committed to acting with professionalism, transparency, and institutional accountability, in the function of preserving financial stability, strengthening the integrity of the financial system, advancing reforms, and supporting the sustainable economic development of the Republic of Kosovo.
