The Central Bank of the Republic of Kosova (CBK) reminds the public that the Regulation on Licensing Crypto-Asset Service Operators engaged in exchange activities, as a first step toward the gradual regulation of this sector and increased transparency in the Republic of Kosovo, entered into force on November 29, 2025.

With its entry into force, entities subject to licensing are required, within a period of 90 days (until March 1, 2026), to undertake all necessary actions to apply for a license and to fully align with the requirements set out in this Regulation, which derives from Law No. 08/L-295 on Crypto-Assets.

During this transitional period, with the aim of informing and preparing interested parties, the CBK has carried out a series of public communication activities, including informational workshops on the content of the regulation, implementation deadlines, and supervisory expectations, as well as individual meetings with interested stakeholders.

The CBK reiterates that the remaining period until March 1, 2026, for the submission of license applications and for meeting the requirements of the Regulation during this transitional phase constitutes the final deadline by which all applicants must have applied, in accordance with the requirements of this Regulation. After the expiry of this deadline, the provision of crypto-asset services without a CBK license or in non-compliance with regulatory requirements will be considered a violation of the provisions of the Regulation and will be addressed in accordance with the applicable legislation.

The CBK encourages all interested parties to fulfill these obligations within the established deadlines, to ensure the full and effective implementation of the regulatory framework, as well as the sustainable and transparent operation of this sector in the Republic of Kosovo, in line with the provisions of Law No. 08/L-295 on Crypto-Assets and this Regulation.
