Deputy Governor of the Central Bank of the Republic of Kosovo (CBK), Mr. Dardan Fusha, participated as a panelist at a high-level discussion on “Enabling the Future: How Regulators are Opening Markets Through Strategic Digital Transformation”, alongside representatives of the National Bank of Romania and the Romanian National Telecommunications Regulatory Authority. The panel explored how regulators and policymakers are addressing the opportunities and challenges of digital transformation in the financial sector.

In his intervention, Deputy Governor Fusha underlined the importance of Kosovo’s ongoing reforms in the payments and financial infrastructure, emphasizing that digital transformation is at the core of CBK’s strategic agenda. He highlighted:

  • The adoption of the new Law on Payment Services and preparation of legal framework for joining SEPA by aligning Kosovo’s framework with EU and SEPA standards; and
  • The development of an Instant Payment System in cooperation with Bank of Italy and the region, designed to provide faster, safer, and more cost-efficient payments for citizens and businesses.

These strategic steps will reduce costs, facilitate remittances, and deepen Kosovo’s financial integration with the European market.

Deputy Governor Fusha also pointed to the long-term opportunities digital finance brings for financial inclusion, particularly in enabling broader access to secure and affordable services for underserved communities.

He noted that CBK is drawing lessons from regional peers and advanced EU markets while tailoring solutions to Kosovo’s domestic context.

“Our goal is to ensure that innovation is fostered within a framework of stability, resilience, and consumer protection,” stated Deputy Governor Fusha.

The discussion further emphasized the importance of cooperation between financial, telecommunications, and technology regulators, as well as the private sector, in building secure and innovative ecosystems that can sustain growth even in times of volatility.

The participation of CBK at this event reaffirms its commitment to modernization, regional cooperation, and aligning Kosovo’s financial infrastructure with European standards.
