The Central Bank of the Republic of Kosovo (CBK) has published the IMF Central Bank Transparency Code (CBT) Review Report, prepared following the CBK’s request for technical assistance from the International Monetary Fund (IMF). This review forms part of the IMF’s global framework for assessing central bank transparency practices based on internationally best practices.

The publication marks an important milestone in strengthening the CBK’s longstanding commitment to transparency, accountability, and effective public communication.

As part of the review process, the CBK conducted a comprehensive self-assessment using the IMF’s CBT questionnaire, following internal training and capacity-building sessions provided by the IMF. In June 2025, an IMF mission visited CBK to carry out the next phase of the assessment. During the mission, IMF experts met with CBK leadership and staff, reviewed legal, operational, and communication materials, and held consultations with a broad range of external stakeholders to gather feedback on the CBK’s transparency practices.

The IMF Review Report recognizes the significant progress made by the CBK in recent years. Key achievements highlighted include the modernization of the CBK website, expanded multilingual communication, increased publication of financial and supervisory information, and stronger engagement with the public on issues related to financial stability.

The assessment concludes that CBK transparency practices are broadly aligned with the CBT, with several areas already meeting advanced international standards. The report finds that the CBK has established a solid and continuously improving transparency framework across governance, policies, operations, and outcomes – consistent with the core and expanded practices of the CBT.

Overall, the review finds that while the CBK already meets many foundational transparency benchmarks, it is well positioned to advance toward higher level of transparency with targeted improvements.

The CBK welcomes the IMF’s findings and recommendations and has prepared an action plan to incorporate them into ongoing reforms under the CBK Strategic Plan 2024-2028. The Bank remains fully committed to strengthening transparency, enhancing communication with citizens and the financial sector, promoting financial literacy, and supporting a stable and well-informed financial system.
