The Central Bank of the Republic of Kosovo (CBK) announces that it has approved the amendment and supplement of the Regulation on the Implementation of the Bonus-Malus System in the insurance sector, related to compulsory motor liability insurance, in accordance with its legal authorizations.

The amendment/modification of the Regulation on the Implementation of the Bonus-Malus System has addressed the issue of applying a lower bonus level in cases of delayed vehicle registration, which required the insured to pay a higher insurance premium, even though no traffic accident had been reported.

The amended regulation was approved during the CBK Board meeting held on June 25, 2025, and will enter into force on August 4, 2025. This timeline ensures sufficient time for technical implementation within the IT system managed by the Kosovo Insurance Bureau, in line with the legal competencies. The revised regulation can be found at the following link: [Supplementation and amendment of the regulation on the implementation of the bonus-malus system] on the CBK’s website.

As part of the review process for this regulation, official communication with the Ombudsperson was also taken into consideration.

In accordance with its constitutional and legal mandate, the CBK remains committed and engaged in the continuous improvement of the legal framework to fulfill its mandate, including the development of a resilient and efficient insurance sector that ensures the protection of policyholders.
