National Payments Council

National Payment Council (NPC) is established based on Article 8 of Law No. 04/L-155 on the Payment System as an advisory body for the Central Bank of Kosovo, which has been operationalized with expanded membership with the Instruction on the Organization and Operation of the National Payment Council approved by the Executive Board on December 29, 2023.

The objective of the NPC

The objective of the NPC is to advise the CBK and its members regarding the regulation, supervision and development of the National Payment System and through its actions, to support and contribute to the establishment of operational and technical principles and standards, as well as other rules necessary for the promotion of a safe and efficient payment system and the further advancement of payment services in Kosovo. NPC serves as a forum for cooperation and will contribute to the development of the payment system and financial services infrastructure of Kosovo, as well as to the development of connections with regional and international payment systems.

NPC was built according to the guidelines of the World Bank and the best international practices in the field of payments, as well as taking into consideration the needs and specifics of the payment market in Kosovo. The NPC is an advisory body, whose decisions are not binding on the CBK or any of the participating institutions, but have an advisory character based on the role and purpose of the establishment of the council. NPC includes the relevant actors of the public and private sector, through which cooperation is advanced between all participants of the payment market, both from the part of providers and users of payment services. Cooperation is a crucial factor for areas of a comprehensive character such as the network of payment services, especially necessary to achieve the interoperability required between payment systems and instruments for a fast, safe, efficient and frictionless exchange of transactions. NPC is expected to support and contribute to the further advancement of the payments market, through which new initiatives and developments in the field of the payment system in Kosovo and its integration with the region and the EU will be discussed, directed and monitored.
