Credit Registry and Bank Accounts Registry Division

The Central Bank of the Republic of Kosovo (CBK) has as its primary objective the preservation and maintenance of a stable financial system. This objective is related to the duties and responsibilities of the Credit Registry Division. The Credit Registry Division is responsible for the operation of the credit registry managed by the CBK.

The primary objective of the CBK is defined in Article 7 of the Law on the CBK, while the relevant duties are summarized in Article 8.

Such tasks to which the Credit Registry Division contributes include supervising financial institutions; collecting and publishing relevant financial information; informing the assembly, the government and the general public about the activity of the CBK; cooperating and participating in relevant international councils and organizations; and defining policies for promoting and maintaining the stability of the financial system. In particular, credit registry systems operational and supervisory duties are specified in Article 24. The field of the credit registry operated by the CBK is specifically sanctioned by relevant regulations.

The Credit Registry Division aims to influence the improvement of credit quality of lending institutions and facilitate the technical exercise of the CBK's supervisory function.

The main functions of the Credit Registry Division include:

      • Strengthening, advancing and ensuring the implementation of the legal framework for reporting and using information on loans, borrowers and related parties in different roles with loans;
      • Ensuring an efficient operation of the credit registry system operated by the CBK;
      • Ensuring access to the credit registry by all lending financial institutions and by the supervisory organizational units of the CBK; registration, training, administration and monitoring of authorized users;
      • Examining requests and generating detailed credit reports for all relevant parties that show up in person; reviewing and approving access for all natural and legal persons to the credit registry web portal;
      • Monitoring and controlling the data reported in the credit registry in terms of compliance with the relevant provisions and their general quality;
      • Supporting the supervisory function of the CBK in relation to lending financial institutions; and
      • Promoting the role and importance of the credit registry as a system with an impact on financial stability, through various channels and forms.

Function of the Bank Accounts Registry

    • The Bank Accounts Registry - BAR, represents a database infrastructure created within the Central Bank, in which commercial banks report data on bank account numbers and their holders.

Additional duties of the Division with the function of the Bank Accounts Registry are:

      • Collecting data from banks related to bank account numbers and the holders of these accounts;
      • Ensuring an efficient operation of the Bank Accounts Registry system operated by the CBK;
      • Monitoring and checking the data reported in the Bank Accounts Registry in terms of compliance with the relevant provisions and their general quality;
      • Allowing access to the use of data previously reported to the BAR by enforcement bodies and other competent institutions according to the provisions of the Law on Enforcement Procedure
      • Exchanging electronically the enforcement decisions (debiting and blocking of debtors' accounts), based on the final decisions of the enforcement bodies and other institutions based on the Law on the Enforcement Procedure.
